01 - Preheat oven to 400°F and line a baking sheet with parchment paper.
02 - Combine ground beef, cream cheese, Italian seasoning, garlic powder, onion powder, salt, and pepper in a mixing bowl. Mix until thoroughly incorporated.
03 - Divide the beef mixture into 8 equal portions. Flatten each portion on parchment paper into a rectangle approximately 5x3 inches.
04 - Place pepperoni slices and shredded mozzarella in the center of each rectangle.
05 - Roll each rectangle around the filling, carefully sealing edges to prevent cheese leakage during baking.
06 - Place roll ups seam side down on prepared baking sheet. Sprinkle parmesan cheese over the top of each roll.
07 - Bake for 15 minutes until beef is fully cooked and cheese is melted and bubbly.
08 - Serve hot with marinara sauce on the side for dipping, if desired.
